If you are buying an older home in Japan, do not use “built in 1981” as proof that the property meets the newer seismic standard. Japan’s so-called new seismic standard took effect on June 1, 1981, and the most useful documentary question is when the building received building confirmation under the applicable rules—not merely the year shown in a listing.
The practical buyer rule is: use June 1, 1981 as a screening date, then verify the actual records, alteration history and seismic evidence for the specific building.
What changed on June 1, 1981
Japan revised the structural provisions of the Building Standards Act Enforcement Order, with the new seismic standard taking effect on June 1, 1981.
MLIT describes the new standard as checking that buildings should generally avoid serious damage under roughly upper-5 intensity shaking and should not collapse or fall down even under roughly upper-6 to 7 intensity shaking. That is a design standard, not a promise that a particular home will suffer no damage in a future earthquake.
For buyers, the distinction matters because a listing’s construction year can blur the legal cutoff. A building completed after June 1981 may have started its approval and construction process earlier.
The date to verify is more precise than “year built”
MLIT materials used to document new-seismic-standard compliance refer to buildings that received a confirmation certificate on or after June 1, 1981.
That is why “1981 build” should trigger a document check rather than a yes/no conclusion.
Ask for, where available:
- the building confirmation certificate (確認済証);
- the inspection certificate (検査済証);
- structural drawings and specifications;
- the recorded construction/completion date;
- extension or major renovation approvals; and
- any later seismic diagnosis or retrofit documentation.
If the documents are missing, ask the broker, municipality and an appropriate architect or structural professional what records can be reconstructed and what further assessment is sensible.
Pre-1981 does not automatically mean “do not buy”
An older building may have undergone a seismic diagnosis and retrofit. MLIT’s current seismic-renovation guidance explicitly encourages owners of older homes to first determine the building’s age, obtain a seismic diagnosis where appropriate, and retrofit when performance is insufficient.
So a pre-June-1981 home with credible retrofit evidence can be a very different proposition from an untouched building of the same age.
A useful buyer question is therefore not “is it old seismic or new seismic?” but:
“What seismic performance can be documented for this specific building today?”
Post-1981 does not mean “earthquake-proof”
The new standard reduces risk; it does not eliminate it.
MLIT also notes that damage has occurred in some homes built under the new standard. For conventional timber homes in particular, later construction practices and connection details can matter. It would be a mistake to assume House A is automatically the lower-risk choice solely because its completion date is later.
House A needs record reconstruction and possibly further structural assessment. House B needs the diagnosis and retrofit documents reviewed to confirm what was done, to what standard, and whether later alterations changed the structure.
The decision should follow evidence, not a listing-year shortcut.

Before contract, work through this sequence:
- Identify the recorded construction date. Treat 1981 and nearby years as requiring extra precision.
- Verify the building-confirmation date where records exist.
- Request the inspection certificate and structural drawings. Missing records are a due-diligence issue, not proof of a defect, but they reduce certainty.
- List later extensions and structural renovations. Confirm whether walls, openings, roofs or floor plans were materially changed.
