Cheap Houses Near Tokyo: Akiya Prices Within Commuting Range
Within two hours of Tokyo there are still family-sized houses for less than the price of a car. Here is what each prefecture costs in our data, where the listings cluster, and what to check before you buy.

The short answer
The cheapest houses within reach of Tokyo are in Gunma, Ibaraki, Tochigi and Yamanashi. In Engawa's akiya-bank catalogue on 18 October 2026, the median asking price for a priced house was:
- Ibaraki: ¥5.5 million
- Gunma: ¥5.45 million
- Yamanashi: ¥6.85 million
- Tochigi: ¥7.5 million
Each of those prefectures had dozens of houses at ¥5 million or less. Closer in, Kanagawa (¥13.8 million) and Saitama (¥11 million) cost about twice as much and have far fewer akiya-bank listings.
The numbers by prefecture
Figures are for houses (akiya and kominka) with a stated price in Engawa's catalogue, which draws almost entirely on municipal akiya banks. They describe this source, not the whole market. Commercial portals carry newer and more expensive stock.
| Prefecture | Priced houses | Median price | At ¥5m or less | Most listings in |
|---|---|---|---|---|
| Tochigi | 151 | ¥7.5m | 46 | Tochigi City, Ashikaga, Sano |
| Gunma | 130 | ¥5.45m | 62 | Kiryu, Tsumagoi, Tomioka |
| Ibaraki | 105 | ¥5.5m | 47 | Kasama, Kitaibaraki |
| Yamanashi | 84 | ¥6.85m | 27 | Kofu, Nirasaki |
| Shizuoka | 59 | ¥6.0m | 27 | Higashiizu, Makinohara |
| Kanagawa | 55 | ¥13.8m | 2 | Hadano, Odawara |
| Chiba | 39 | ¥10.0m | 5 | Otaki, Sakae |
| Saitama | 21 | ¥11.0m | 4 | Ogawa, Higashimatsuyama |
| Tokyo | 11 | ¥3.5m | 10 | Okutama |
The median house in these prefectures has about 100 to 120 m² of floor space, a typical family home rather than a cottage.
Where the value is
Gunma: Kiryu and Tomioka
Old textile towns with a stock of large wooden houses, around two hours from central Tokyo by train. Kiryu had the most akiya-bank houses in the prefecture.
Ibaraki: Kasama
A pottery town on the Joban and Mito line corridor, with the deepest akiya bank in Ibaraki in our data.
Tochigi: Tochigi City and Ashikaga
Canal and merchant-house towns on the Tobu lines, with frequent direct trains to Asakusa.
Yamanashi: Kofu and Nirasaki
Mountain views and the Chuo line to Shinjuku; prices higher than Gunma but with stronger second-home demand.
Tokyo's own cheap houses: Okutama
Tokyo Metropolis is not all city. The town of Okutama, at the western end of the Ome line, had 11 akiya-bank houses in our data, 10 of them at ¥5 million or less. You are about two hours from Shinjuku, in steep forested valleys with heavy snow some winters and real landslide exposure. Check every plot's landslide reading before you get attached; our hazard map guide explains how to read them.
Commute versus cost
A rule of thumb from the data: each step further from Tokyo roughly halves the price.
- Kanagawa and Saitama edges (60 to 90 minutes): around ¥11 to ¥14 million, very few akiya-bank houses.
- Inner Kanto towns in Gunma, Tochigi and Ibaraki (90 to 150 minutes): around ¥5 to ¥7.5 million, with plenty of choice under ¥5 million.
- Further out (Tsumagoi, Kitaibaraki, Higashiizu): cheaper again, but plan around a car rather than a train.
If you will commute several days a week, a shinkansen station changes the arithmetic: Takasaki, Utsunomiya and Oyama put parts of Gunma and Tochigi under an hour from Tokyo Station at a higher fare. For the cheapest stock anywhere in Japan, see houses under ¥5 million.
Before you buy within reach of Tokyo
- 1
Check flood readings first.Large parts of the Kanto plain sit on river floodplains. Every Engawa listing shows the plot's designated flood depth.
- 2
Confirm the seismic standard. Two thirds of the akiya-bank houses in our catalogue with a known build year predate 1981.
- 3
Time the real commute.Use the nearest station on the listing and check the last train, not just the first.
- 4
Visit in winter.Gunma and Yamanashi uplands are cold; insulation and heating costs matter more than the price difference.

Sources and review notes
Medians and counts cover house listings with a stated price in Engawa's catalogue on 18 October 2026, excluding land-only listings and listings with no price. Akiya-bank stock is cheaper than the wider market, so these figures should not be read as average house prices for each prefecture. Commute times are typical rail journeys to central Tokyo and vary by town.

Frequently asked questions
Where are the cheapest houses near Tokyo?
In Engawa's akiya-bank catalogue on 18 October 2026, Gunma and Ibaraki had the lowest median house prices within reach of Tokyo, at about ¥5.45 million and ¥5.5 million, with 62 and 47 houses respectively at ¥5 million or less. Tochigi and Yamanashi followed at ¥7.5 million and ¥6.85 million.
Can you buy a house in Tokyo for under ¥5 million?
Yes, but not in the city. Tokyo Metropolis includes Okutama, a mountain town at the western end of the Ome line about two hours from Shinjuku. It had 11 akiya-bank houses in Engawa's catalogue on 18 October 2026, 10 of them priced at ¥5 million or less. Check landslide exposure carefully there.
How much is an akiya in Kanagawa or Saitama?
Much more than further out. In Engawa's akiya-bank catalogue on 18 October 2026 the median priced house was ¥13.8 million in Kanagawa and ¥11 million in Saitama, and only a handful were at ¥5 million or less. Hadano and Odawara listed the most houses in Kanagawa.
Is it realistic to commute to Tokyo from Gunma or Tochigi?
For a few days a week, yes. Towns such as Kiryu, Ashikaga and Tochigi City are roughly 90 to 150 minutes from central Tokyo by conventional train. Living near a shinkansen station such as Takasaki, Oyama or Utsunomiya cuts that to about an hour, at a higher fare.
Are akiya-bank prices the same as market prices?
No. Municipal akiya banks list mostly older, vacant houses that owners want to pass on, so their prices are lower than the wider market. The medians in Engawa's catalogue describe akiya-bank stock with a stated price and should not be read as average house prices for a prefecture.
